If a Saudi man marries a American or Uk woman, from what time does the embassy/Government count their marriage?

Say the Saudi man signed a contract with his government stating he would not marry overseas while he is studying in the USA or UK. This is the only way he could legally study in a “Western” country. If his American or British wife wanted to apply for Saudi citizenship, and they have no children, from what time would the Saudi Government start counting how long they’ve been married? Keep in mind, that the Saudi man did not inform his Government he got married for 2 years(the time of their marriage in the USA) because his scholarship would have been canceled since he broke the contract and is under the legal 35 year age to marry a USA or UK woman.

to complete the feedback from the 2 answers before.
i understand your husband was on some sort of scholarship or government financed program.
the reason they asked about him not getting married is 1) they worry that he will not come back to saudi
2) all foreign to saudi marriages have to be pre approved from ministry of interior.
for things to go smoothly and as quickly as possible, the following should be done:
i don’t think he should disclose that you are previously married, if he does he will have to request a “pardon” to not request a license to marry a foreigner and this takes ages and it could get complicated.
i believe the most efficient way is for him, now that he is back to saudi arabia, to apply for a license to marry a non saudi.
and it should be fine.
once again, do not disclose at any time you have been married. I have friends who did the same thing and it took them 4 years to get legalized in saudi arabia.
for you to marry him in saudi arabia, i believe you will have to convert to islam and provide with proof of that, once the permit is issued, you can get married in the US, or the country your are from, and then have it certified by the saudi embassy with supporting documents which is the approval he will receive from the ministry of interior.
the problem is that sometimes the ministry rejects such requests (there are too many single women in saudi already) and if they do not reject it might take some time (maybe a year or so) for them to give the green light.
